DEFRA reviews future of packaging waste recycling targets

The Department of Environment Food and Rural Affairs (DEFRA) have published a consultation on revised packaging recycling targets for 2008 and thereafter. The consultation closes on 30 November.

Key points of the consultation are as follows:

The EU Packaging and Packaging Waste Directive sets demanding recycling and recovery targets for packaging waste.
After 2008 it is at the discretion of Member States to set targets beyond the minimum required by the Packaging Directive.

The consultation document discusses the overall recovery targets, overall recycling and material-specific recycling targets for packaging waste. It reviews the existing UK targets for 2008 to assess whether they will deliver the targets in the EC Directive on Packaging and Packaging Waste that the UK has to meet by 31 December 2008.

Main proposals

The consultation includes proposals for:

  • a modest rise in obligated tonnages for 2008-2010 for paper and glass, based on existing business targets; and
  • new targets for all materials up to 2012

New business targets would come into effect in January 2008 to help the UK meet its obligations under the EC Packaging Directive. After that new, higher targets would come into effect on January 2009.

What this could mean to you

The UK Regulations apply to all businesses with a turnover of more than £2m and handle over 50 tonnes of packaging a year.

Higher packaging targets would mean increased obligations for these businesses with regards to the amount of packaging waste they need to recycle in order to comply with the provisions in the Regulations.

EEF would welcome members' views on the proposals. The consultation closes on 30 November 2007 .
