CDM Regulations

The Health and Safety Commission (HSC) have issued a consultation document on the review of the Construction (Design and Management) (CDM) Regulations 1994, the Construction (Health, Safety and Welfare) (CHSW) Regulations 1996 and the accompanying Approved Code of Practice and guidance.

HSC claim to have:

simplified the proposed Regulations, to improve clarity and therefore make it easier for duty holders to know what is expected of them;

focused on planning and management, rather than the plan and other paperwork, to emphasise active management and minimise bureaucracy;

maximised the regulations’ flexibility to fit with the vast range of contractual arrangements;

strengthened the requirements regarding co-ordination and cooperation, particularly between designers and contractors, to encourage integration; and

simplified the assessment of organisations' competence.
