The Procedure Agreement of June 1989 between the EEF and ACTS, GMB-APEX Partnership and MSF specifies these unions as those with whom, separately or together, the EEF has established a framework for recognition in the industry, both at national level and, within agreed bargaining units, at establishment level.

It:

  • defines the occupational categories covered by the agreement (management staff and those employees covered by the procedure for manual workers are specifically excluded);
  • fulfils similar functions as the procedure for manual workers and sets out the steps that enable employees to raise individual and collective issues;
  • sets outs the criteria for the granting of recognition within a bargaining unit;
  • provides for joint bargaining and sole bargaining rights in appropriate circumstances; and
  • requires the unions to seek to avoid inter-union disputes and resolve peacefully any that might occur.
