EEF response to the DTI's consultation on the Administration of Additional Paternity Leave and Pay

Our response to the DTI's consultation 'Administration of Additional Paternity Leave and Pay' is available here.

Our response covers various matters, including:

  • self-certification of eligibility by the father and mother;
  • the fact that employers should not be responsible for policing self-certificates;
  • suggestions for improving the HMRC checklist for the father’s employer;
  • the need for guidance where there is a change of circumstances;
  • interaction of additional paternity leave and contractual rights; and
  • highlighting the types of difficult or unusual situations which must be addressed by guidance and, where appropriate, legislation.
