The Science and Technology Committee inquiry focused on the first level of the waste hierarchy, waste reduction, and has been looking into ways in which products and production processes can be made more sustainable. We summarise our response in this article.

EEF responds to European Pollutant Release and Transfer Register Regulation
The European Pollutant Release and Transfer Register (E-PRTR) Regulation requires the
UK ’s current system for collecting data on emissions through the separate national pollution inventories to be modified. As a result of this,
the proposal puts forward plans to establish a new publically-available web-enabled database that will include data for the
UK as a whole.

EEF Response to the Government Consultation on REACH
EEF members will face increased direct costs when implementing REACH in terms of managing data flows through the supply chain, registering substances where the suppliers decides not do this themselves, and providing usage scenarios. The vast majority of the raw materials and processing substances our members use are likely to be covered under REACH.

The EEF (Engineering Employers’ Federation) is the representative voice of engineering manufacturing and is a national federation of 13 regional Associations and ECIA (the Engineering Construction Industry Association). It has a growing membership of nearly 6,000 companies of all sizes, employing over 900,000 people, from every sector of engineering manufacturing, engineering construction and technology-based industries. The EEF’s response to the DTI discussion paper on “The UK Experience of European Works Councils” has been drawn up following consultation with members of the EEF’s Employment Policy Committee and discussions with some EEF members with practical experience of operating European Works Councils (EWCs).

EEF Submission on the EU Emissions Trading Draft National Allocation Plan
The EU Directive on an Emissions Trading Scheme aims to set up a scheme across Europe to start in January 2005. This will manage carbon emissions from various industrial sectors, but it will also place constraints on energy generators themselves. Each European member state must submit a national allocation plan, showing how it will allocate the right to emit certain amounts of carbon amongst the sectors - with the overall objective of bringing down these emissions over time. The trading scheme will play a major role in helping the EU and UK to achieve their Kyoto commitment.

EEF Response to the DTI "High Performance Workplaces - Informing and Consulting" Consultation
EEF believes that a number of important changes need to be made to the draft Regulations (contained in the High Performance Workplaces - Informing and Consulting Employees" Consultation Document) to improve their flexibility and certainty. If the Government’s stated objective of increasing the number of high performance workplaces, which EEF fully supports, is to be achieved, it must create a legislative framework that minimises the uncertainty for employers about what this important legislation means and also reduces bureaucratic complexity.
