The proposal also seeks to repeal the Waste Oils Directive, and repeal and integrate the Hazardous Waste Directive into the WFD. The Commission perceives the proposed revision as a “refinement” of the existing WFD “rather than a root and branch overhaul”.
The Proposal also seeks to determine when a waste ceases to be waste. The consultation document is restricted to the Commission's proposals and work is progressing on this revision both in the European Parliament and in the Council of Ministers.
Inline with government policy Defra have provided a 12-week consultation period for comments.
However, in view of the Finnish Presidency’s apparent aim of making significant progress on the revised WFD, Defra is encouraging stakeholders to submit their comments in order to influence these discussions rather than waiting for the consultation deadline of 5 January 2006.
