The Environment Agency has produced a wealth of guidance to help companies and regulators through the IPPC permitting process. This includes:
The Application Forms (Parts A-F covering permits, variations, transfers and surrenders) Regulatory Guidance Series - to address specific elements of the permitting process e.g. defining an installation Guidance Manuals Horizontal guidance e.g. noise, energy efficiency Sectoral Technical Guidance
Application Forms
Application forms for Part A(1) installations can be found at www.environment-agency.gov.uk/ippc Applications forms for Part A(2) and Part B Installations should be obtained from the relevant Local Authority regulator.
IPPC Regulatory Guidance Series
Determining ‘substantial change’ under IPPC 2001 The transition periods applying to new, existing and 2000 substantially changed installations Understanding the meaning of operator under IPPC 2001 Interpretation of Schedule 1 to the PPC Regulations 2002 Interpretation of ‘installation’ in the PPC Regulations 2002 Determining if an application is duly made and requesting further information before determination Criteria for determining whether an installation can be classified as “Low Impact”
Guidance Manuals
Environment Agency A1 – A Guide for Applicants (IPPC Part A(1) applications). ISBN 185-785505-5. This Guide contains general information about guidance available, an overview of IPPC and a step by step commentary for operators on how to answer the questions on the application form. It refers to the DEFRA's ' IPPC: A Practical Guide ' at a number of points (see below). The Guide can be found here.
DEFRA also produce the following guide for those going through the application process: Local Authority ‘Integrated Pollution Prevention and Control A Practical Guide: 3rd edition. Product Code 9395. Available here.
For Local Authority Integrated Pollution Prevention and Control (LA-IPPC) which covers A2 installations and LAPPC relating to Part B installations, DEFRA has published Secretary of State’s Guidance – General Guidance Manual on Policy and Procedures for A2 and B installations (March 2003, ISBN 0855210281). The manual is available here.
Horizontal Guidance
The Environment Agency Produce a Series of Horizontal Guidance Notes. These should be used as reference by all those going through the PPC process.

IPPC Sectoral Guidance
The European IPPC Bureau organises produces BAT reference documents (BREFs) which Member States are required to take into account when determining best available techniques generally or in specific cases. The BREF Notes are available at: http://eippcb.jrc.es/pages/FActivities.htm Member State Sectoral Guidance is produced by the Environment Agency, taking into consideration the requirements of the EU BAT Reference Notes. The documents are available on the websites here and here.
