Appendix 1 - Guidance for Environmental Permitting

The Environment Agency has produced a Regulatory Package intended to support the permitting of installations regulated by the Agency (Part A1 installations).

The Environment Agency has produced a wealth of guidance to help companies and regulators through the permitting process. This includes:

The Application Forms (covering permits, variations, transfers and surrenders) Regulatory Guidance Series - to address specific elements of the permitting process e.g. defining an installation Guidance Manuals Horizontal guidance e.g. noise, energy efficiency Sectoral Technical Guidance

Application Forms

Application forms for Part A(1) installations can be found on the Environmental Permitting pages of the Environment Agency website www.environment-agency.gov.uk. Application forms for Part A(2) and Part B installations should be obtained from the relevant local authority regulator.

Regulatory guidance

The Environmental Permitting Core Guidance is available on the Environment Agency website. There is also substantial Environmental Permitting guidance on the following directives:

· Integrated Pollution Prevention and Control (IPPC)
· Large Combustion Plants
· Waste Incineration
· Solvent Emissions
· Waste Electrical and Electronic Equipment (WEEE)
· Waste framework
· Landfill

There is also general Environmental Permitting guidance on Policy and Procedures for A2 and B installations (under Local authority Integrated Pollution Prevention and Control (LA-IPPC) and Local authority Pollution Prevention and Control (LAPPC)).

Horizontal Guidance

The Environment Agency Produce a Series of Horizontal Guidance Notes. These should be used as reference by all those going through the EP process.

Sectoral Guidance

The European IPPC Bureau organises produces BAT reference documents (BREFs) which Member States are required to take into account when determining best available techniques generally or in specific cases.

The BREF Notes are available at: http://eippcb.jrc.es/pages/FActivities.htm Member State Sectoral Guidance is produced by the Environment Agency, taking into consideration the requirements of the EU BAT Reference Notes. The documents are available on the websites here and here.
