It contains a list of 13 possible interventions and requests feedback on which of these would be most effective, and in what combination.
The document also introduces the concept of ‘earned autonomy’ or ‘on trust’ where the Regulator could reduce proactive enforcement for organisations assessed to be demonstrating effective management and good performance in the area of health and safety. This would free up regulatory resource which could then be targeted towards areas of concern or poor performance.
