REACH guidance for the steel industry

UK Steel's hugely successful guide on REACH is now available to trade associations around the world.

At an impressive 849 pages, the European Regulation on REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) is considered one of the most ambitious and biggest pieces of legislation ever in the European Union (EU). It replaces over 40 existing Directives and Regulations creating a single system for all chemical substances.

However, it is a common perception that REACH is a chemical industry issue. That is incorrect! The steel industry has significant obligations to satisfy the requirements of this Regulation.

With less than 80 days before the formal requirements of REACH begin in earnest – do you know your obligations? The Regulation clearly states "…substances on their own, in preparations or in articles shall not be manufactured in the Community or placed on the market unless they have been registered…" If your members sell into the EU, this could affect them.

In direct response to this complex European legislation, UK Steel, the trade association for all UK steel producing companies, and many steel processing companies, produced its hugely successful guide on REACH for its membership.

The guidance provides a straightforward and practical understanding of the requirements under REACH and industry’s obligations. In order to help clarify the obligations of companies within the steel sector, four theoretical case studies covering steelmaking, rolling and two examples of downstream processing have been developed. The guide also provides opinion at what stage a steel product is considered a preparation or an article.

Pre-registration starts on 1 June 2008 and continues for six months, closing on 30 November. This is a critical period for manufacturers and/or importers of chemical substances, preparations and some articles. Failure to pre-register a substance that you place onto the European market will not entitle you to participate in the collective knowledge sharing process of registration, placing on you the associated administrative and financial burdens required to register in full as an individual registrant.
